ABOUT MEMBERSHIP IN SISTnavzgor

Who can become a SIST member?
Any citizen of the Republic of Slovenia or any legal person established under the law of the Republic of Slovenia and based in the Republic of Slovenia may become a member of SIST. Membership in SIST is obtained through a written application, and shall run as from the date when SIST receives a signed statement of accession and a receipt of the membership fee. A member of SIST undertakes to conform to the basic principles of standardization and to provide to SIST, all by considering his own justified interests, any information necessary for its work.

Every member is bound to conform to the Standardization Act; the Decision on Founding SIST; the SIST Articles of Association and other internal regulations of SIST, as well as the decisions adopted by the SIST bodies in order to attain the goals set out in its Articles of Association; and to regularly pay the membership fee.

What are the benefits of membership in SIST?
The members of SIST are entitled to the following benefits:

  • a free copy of the SIST house journal;
  • discount on prices of Slovenian standards;
  • discount on certain services of SIST;
  • discounts on fees for seminars and conferences organized by SIST;
  • a copy of the SIST Annual Report.

The SIST Secretariat shall inform its members of its work by sending them materials for all SIST Assembly meetings, annual business reports, and other information and communications.

ABOUT THE STANDARDIZATION WORK OF SIST  

Who can join a TC?
Who can give initiative for the development of a new standard?
The SIST technical working bodies, the two SIST technical boards, the state authorities, and any legal or natural person in the Republic of Slovenia may give initiative for adoption of a standard. The initiative must be made in writing and must include an explanation of the reasons for adoption of a new standard. A working draft standard may be attached to the initiative.

What are the methods of preparing Slovenian standards?
A Slovenian national standard or any other standardization document can be prepared on the basis of an original text or on the basis of transposition of an international, European or other national standard or other documents. The methods of transposition are: endorsement, reprint or translation.

Who is entitled to make comments to and give opinions on standards during public enquiry?
Any natural or legal person, except the members of the relevant technical committee, can comment on a draft standard (OSIST) during public enquiry.

ABOUT PURCHASING STANDARDS

How do we order standards?
Orders must be made in writing (sent by mail or fax or e-mail or handed-in personally); the subsequently sent master copy of the order form must bear a note stating the initial order and the precise address for the invoice.

How much does a standard cost?

  • The rates for Slovenian standards are defined according to the number of pages.

  • The rates for reproductions of foreign standards are based on the rates of the foreign organizations.

  • Discounts are given for further copies, for the SIST members, state authorities and students.

I know neither the title nor the marking of the standard. How can I find out what I need?
The SIST Information Point will answer any inquiries referring to standards and technical regulations as well as conformity assessment procedures.

How soon will I receive the standard that I ordered?
Most of the standards will be sent to you by ordinary mail in a couple of days; but you may also arrange to collect them in person. When originals of standardization documents have to be ordered abroad, this may take a little longer.

Will you also charge me with postage?
The actual rates for Slovenian standards and reproductions of foreign standards do not include postal charges for deliveries within Slovenia. However, the price for delivering originals of foreign standardization publications does include postal charges (as charged by the supplier) and our commission of 20 %, or at least SIT 3,400.

Who is entitled to a discount?

  • The SIST members can buy Slovenian standards or other publications (except the SIST Catalog book) and reproductions of foreign documents at 20 % discount. They also receive free copies of "Messages".

  • The state authorities can buy Slovenian standards or other publications (except the SIST Catalog book) and reproductions of foreign documents at 20 % discount. They have a 50-% discount on "Messages".

  • Students can buy Slovenian standards or other publications (except the SIST Catalog book) at 50 % discount, and untranslated SIST DIN and reproductions of foreign documents at 20 % discount.

  • There is a general discount for any further copies. See next answer!

Am I entitled to a discount when purchasing more than one standard?
The discount for purchasing more than one copy of the same Slovenian standard the discount is 60 % for the further copies (20 % for untranslated SIST DIN standards).
For reproductions of foreign standardization documents, the discount on further copies is 20 % (except when the price is formulated according to the rates for the Slovenian standards, in which case it is 60 %).

ABOUT INQUIRIES

What questions may I ask SIST?
The SIST Information Point will answer any topical inquiries in relation to standards, technical regulations and procedures for assessment of conformity. Inquiries may also be made into the technical legislation in force in the Republic of Slovenia, and into the international and European standards and the standards and regulations in force in individual countries of the world. SIST will charge its answers to the inquiries in accordance with the applicable rates. Customers must send (by mail or fax or e-mail) written inquiries requesting written answers, since these will take more time for browsing through the files, information material or literature.

How much information can I get free of charge?
SIST will provide, free of charge, only brief information on the work of the Slovenian Institute for Standardization. The customers will be given only basic information related to an inquiry, or instructions to send in written inquiries. The customers will be advised of the
rates for the services and of the possibility of free reading of a standard in our reading room.

Will I always get an answer to my question?
The SIST Information Point will provide answers to all written inquiries. Should we not dispose of the appropriate answers, we will refer the customer to the body in charge of the area in question. In many cases the answer could be negative (e.g., "We have not found any standard covering this area"). In such cases, the SIST staff will offer the solution they deem most appropriate.

How are the costs of inquiries calculated?
In accordance with the current
rates, we charge inquiries with regard to the time spent on searching information and preparing an answer. The time spent depends on the clarity and complexity of the inquiry, the country of interest and the accessibility of databases. The lowest calculation unit is half an hour.

How soon can I expect an answer?
This depends on the complexity of the inquiry. If the data are accessible, the answer can come in one or two days; however, if the information has to be sought from other institutions within Slovenia or abroad, the customer will be notified to that effect before we start the search.

Where are the sources of your information?
SIST actively participates in the work of the international and European standardizing bodies; as their member, we have access to the sources of information regarding standardization activity. Access to a number of databases on standards and technical regulations is available to us; as the Slovenian contact point under the WTO/TBT Agreement, we collaborate with other national contact points worldwide. We also prepare special information tables for the areas of highest interest, which can serve as the initial information on a particular subject.

ABOUT ENVIRONMENTAL MANAGEMENT SYSTEMS ACCORDING TO ISO 14000

ABOUT EVERYTHING YOU MAY ALREADY HAVE HEARD OF

CEN is the European Committee for Standardization (Comité Européen de Normalisation) based in Brussels. Its members are NSBs from the EU and ETFA, Czech Republic and Malta. The Slovenian Institute for Standardization is an associate member getting ready for full membership.

CENELEC is the European Committee for Electrotechnical Standardization (Comité Européen de Normalisation Electrotechnique) based in Brussels. Its members are NSBs for the electrotechnical field from EU and ETFA, Czech Republic, Hungary, Malta and Slovakia. The Slovenian Institute for Standardization is an associate member getting ready for full membership.

Certification is the procedure by which a third party gives written assurance that a product, process or service conforms to specified requirements.

ETSI is the European Telecommunications Standards Institute based in Sophia-Antipolis near Nice, France. Its members are companies and institutions interested in developing telecommunications standards, the Slovenian Institute for Standardization being one of them.

ISO 9000 is a family of standards, which represents international consensus on good practices in quality management, with the objective for organizations to provide such products and services that would always meet the customers' requirements. The standards ISO 9000 (Fundamentals and Vocabulary), ISO 9001 (Requirements) and ISO 9004 (Guidelines for performance improvements) were revised end of 2000.

ISO/CASCO is the ISO Committee on Conformity Assessment, which studies the methods and prepares international guides and standards for assessing the conformity of products, procedures, services and management systems, with the appropriate standards and other technical specifications. Other ISO committees are: DEVCO, COPOLCO and REMCO.

ISO/COPOLCO is the ISO Council Committee on Consumer Policy, which advises the Council on standardization work in issues reflecting the needs of consumers. Other ISO Council committees are: CASCO, DEVCO and REMCO.

ISO/PAS (Publicly Available Specification) is a normative document that represents consensus within a working group. Parallel specifications offering various technical solutions are possible, provided that they do not disagree with existing international standards.

ISO/REMCO is the ISO Council Committee on Reference Materials, which has developed and maintains six general ISO Guides, 30 – 35), intended for the users, manufacturers and certification bodies of reference materials.

ISO/TS (technical specification) is a normative document that represents consensus within an ISO technical committee, but has not obtained sufficient support to be issued as a standard.

Supplier's declaration is a procedure by which a supplier gives written assurance that a product, process or service conforms to specified requirements. For a product the declaration may have the form of a document, label or any other appropriate form, e.g. printout in letters, catalogs, invoices, user's manuals etc.

National standards body is a standards body recognized at the national level, that is eligible to be the national member of the corresponding international and regional standards organizations. Pursuant to the Standardization Act (RS Official Gazette No. 59/1999), the Slovenian Institute for Standardization is the Slovenian national standards body.

Transposition of an international standard is the publication of a national normative document based on a relevant international standard, or endorsement of the international standard as having the same status as a national normative document, with any deviations from the international standard identified.

Regional standardization is standardization in which involvement is open to relevant bodies from countries from only one geographical, political or economic area of the world. For our country, for example, the European standardization is important. Distinction is also made between international and national standardization.

SIST is the abbreviation for the Slovenian Institute for Standardization, and at the same time, it constitutes the first part of the Slovenian Standards' reference mark, e.g. SIST ISO 9001:2000.

Reference to standards (in regulations) is reference to one or more standards in place of detailed provisions within a regulation.  A reference to standards is either dated, undated or general, and at the same time either exclusive or indicative.

Conformity assessment is any activity concerned with determining directly or indirectly that relevant requirements are fulfilled. Typical examples of conformity assessment activities are sampling, testing and inspection; evaluation, verification and assurance of conformity (supplier's declaration, certification); registration, accreditation and approval as well as their combinations.
